Abstract:This paper describes the transition of the Water Resources Department of the City of Titusville, Florida from a traditional management philosophy and hierarchy to an efficient, effective and responsive utility dedicated to continuous improvement. The document recounts the involvement of the employees of the utility as a key factor in implementing new concepts and methodologies as they map the road to the future. Through the use of contemporary management values and organizational tools such as self-assessment, peer review, strategic planning and performance measurement, the utility has begun evolving into a proactive and customer service-oriented utility to meet the challenges of the new millennia.
