Abstract:

The U.S. Environmental Protection Agency (EPA) passed the Clean Water Act (CWA) in 1972, and amended it in 1987 to address non-point sources of water pollution from stormwater runoff. This amendment led to Phase II of the National Pollutant Discharge Elimination System (NPDES) Program, which was designed to preserve and protect the water resources of smaller entities. All Phase II communities are required to reduce the discharge of pollutants to the “maximum extent possible”.
