In July 1998, LADWP signed a memorandum of agreement (MOA) with the Great Basin Unified Air Pollution Control District (District) to implement dust control measures at the lakebed. Recognizing the challenging aspects of the Owens Lake dust mitigation project, the LADWP decided to pursue a partnership approach to project delivery.
