Abstract:

In the last decade or so, the utility rate setting process has undergone a paradigm shift. Rate setting initiatives involve not only the expertise of utility management and consultants but also the participation of community stakeholders. Public participation is increasingly becoming an integral part of the rate setting process, especially when there is a significant change to rate structure or rates.
