Abstract:

The objective of this paper is to present a case study of how the Metropolitan St. Louis Sewer District is meeting the financial planning challenges faced by wastewater utilities through extensive community involvement and strategic planning. The paper will discuss the development of the utility's first strategic business plan, identification and prioritization of capital improvement projects, and the development of an adequate financial plan, including the preliminary impact of the newly formed Rate Commission on the wastewater rate design process.
