The Bureau of Engineering of the City of Los Angeles is responsible for the design and construction management of about 400 million worth of Capital Improvement Projects (CIP) each year. With 18 Divisions and District Offices and 16 separate CIP programs, over-seeing the completion of these projects as well as the administration of the Bureau, the need for a uniform and concise project tracking system is essential.

The CIP programs involve such diverse programs as the 100 million Los Angeles Zoo enhancement program, the 371 million Fire Department construction program, a ten year 2.1 billion Wastewater treatment and collection systems and the Street and Stormwater Programs. Each of these programs has their own unique requirements.

Not surprisingly, multiple project status reporting systems, each with different formats and data requirements, were in use throughout the Bureau to track these projects. The variations in the reports made it impossible to efficiently produce top-level management reports that summarize program and Bureau resources, costs and project progress that are essential for the proper management of the Bureau.
