SEPARATE STAGE VS. IN-TANK DENITRIFICATION : DECISIONS!, DECISIONS!
The effective determination of a long-term nitrogen control strategy for a Water Pollution Control Facility (WPCF) involves the evaluation of key decision making factors. Although cost is usually the most heavily weighted decision making factor in determining a long-term control strategy other decision making factors should be examined in detail. These factors include the current plant performance, the current flows and loads to the facility, projection of the future flows and loads to the facility, assessing the ability of modifications and additions to the facility to reduce the nitrogen discharge loads, understanding of the State regulatory requirement for compliance, and the resulting costs incurred to address these factors. Another key component is an evaluation of the level of acceptable risks associated with the projections and estimates made during the detailed evaluation of possible long-term nitrogen control alternatives. A close look at these projections and estimates will help determine what level of risk will be considered acceptable. Additionally an evaluation of the impact a selected nitrogen control plan will have on intangibles needs to be addressed. This paper provides an outline of the decision making factors that need to be addressed to have a better understanding of the cost and non cost related impacts that a long-term nitrogen control plan will have on the facility and its stakeholders
