How Well Do BMPs Work? A Guidance Manual for Meeting the National Stormwater BMP Database Requirements and an Update on BMP Effectiveness

Some guidance has been available for assessing the effectiveness of stormwater best management practices (EPA 1997; FHWA 2000). However, few existing documents provide targeted practical and detailed information on how to conduct BMP monitoring and accurately data such that the reported data is useful for assessing BMP effectiveness on a broader scale.

The Urban Stormwater BMP Performance Monitoring (“Manual”) (Strecker, et. al., 2002) was developed by integrating experience gleaned from field monitoring activities conducted by members of ASCE's Urban Water Resource Research Council and through the development of the ASCE/EPA National Stormwater Best Management Practices Database. The Manual is intended to help achieve stormwater BMP monitoring project goals through the collection of more useful and representative rainfall, flow, and water quality information. As well as more defensible data analysis approaches. Many of the recommended protocols (particularly those for reporting monitoring, watershed, and design information) are directly related to requirements of the National Stormwater Best Management Practices Database. This paper provides an overview of the Manual and highlights issues that the authors think are paramount for improving the state of the practice in BMP monitoring and performance evaluations.

The Database has grown significantly since the first evaluation of BMP performance was conducted in 2000. The project team is currently performing a re-evaluation of the database. Although this analysis has not been completed, several initial results are presented in this paper.
