GETTING AND STAYING COMPETITIVE
The Broward County Environmental Operating Division (EOD) made a transition from a top down organization to a team oriented organization. This paper addresses how the Division together with participation by the Consultants, Unions, and Employees were able to achieve our goals. It will identify the phased organizational transition that took place over a five year period and identify some lessons learned.
