Section 303(d) of the Federal Clean Water Act (CWA) requires states to develop Total Maximum Daily Load (TMDL) management plans for waterbodies determined to be water quality limited. A TMDL documents the amount of a pollutant a waterbody can assimilate without violating applicable water quality standards. Water quality standards are set by States, Tribes and Territories at a level that is protective f the designated uses for waterbodies, such as drinking water supply, fisheries, primary contact recreation, livestock watering, etc. TMDLs are defined in 40 Code of Federal Regulations (CFR) Part 130 as the sum of the individual waste load allocations (WLAs) for point sources, load allocations (LAs) for nonpoint sources, and a margin of safety (MOS). TMDLs allocate a load capacity to known point sources and nonpoint sources at a given stream flow.
