	abstract = "This paper presents a case study of the application of several successful management practices for the staff and industrial users of any POTW&#39;s pretreatment program. An outline of the tools used to transform a pretreatment program into a proactive, efficient award winner is given. The management tools presented include:<P></P>Implementing new technology,<P></P>Building a relationship with your regulatory agency,<P></P>Building a relationship with industrial users and<P></P>Empowering staff and POTW teamwork.<P></P>Special attention is given to the topic of relationship building.<P></P>The case study outlines a successful example of how these tools have changed the industrial pretreatment program of a POTW. The POTW outlined in the presentation manages over 70 permitted industrial users working with a pretreatment staff of three. As presented, this pretreatment management toolkit can be duplicated for any POTW in a scalable fashion. Additional topics of the presentation include how to communicate with other departments within the municipality, city management, and different approaches for planning a budget and acquiring funding.<P></P>Improving a pretreatment program is never easy nor should it be expected to happen overnight. There are, however, success stories and this is one of them. These experiences are shared here and it is the authors&#39; hope that they open the door for other programs to begin the climb towards success.",
