Breaking ground as the first major US city to transition to contract operations in 1994, Indianapolis continues to set the success standards by which other projects are measured. In the year 2000, the White River Environmental Partnership (WREP) completed the seventh year of contract operations with the City of Indianapolis' two advanced wastewater treatment facilities. The 250 million gallon per day (MGD) combined capacity plants process anaverage daily flow of 190 MGD and serve a population equivalent of 2 million (240,000 residential, industrial, and commercial customers).
