The County Sanitation Districts of Los Angeles County (Districts) are a confederation of 25 independent special districts that operate and maintain regional wastewater treatment and solid waste management systems. The Districts have provided these services since their creation in the early 1920s, and currently serve more than five million people in Los Angeles County. The Districts' service area covers over 760 square miles and encompasses 78 cities and the unincorporated territory within the County. These services are systematically provided through the operation of an extensive system of trunk sewers (approximately 1,200 miles) and wastewater treatment plants that manage a combined flow of approximately 500 million gallons per day of wastewater. The Districts currently operate ten water reclamation plants (WRPs) and one ocean discharge facility at the Joint Water Pollution Control Plant (JWPCP). The Districts' wastewater treatment facilities are shown in Figure 1.
