Abstract:

In order to change the culture of an organization, you first must change the compensation system. Changing compensation methods is one of the great structural impediments to change. Culture and behaviors need to be changed throughout the organization, in order for this to be successful. Empowerment replaces entitlement; proactive behaviors replace reactive. Once this is done, you can free up the energy of your entire organization to be more productive than your private sector competitors.
