Many small and medium-sized publicly-owned treatment works (POTWs) are being directed by their Control Authorities to develop and implement a pretreatment program. The bulk of the responsibility for implementing this program usually falls to one of two people—the Wastewater Manager or the Laboratory Manager. I believe that the person responsible for implementing the program should also be involved in developing the program. This paper is written from the Laboratory Manager's perspective and addresses development and implementation topics. Subjects discussed under program development include:

Determining who will develop the program

Obtaining guidance

Developing the Sewer Use Ordinance

Drafting supporting documentation

Obtaining Control Authority approval for the program

Because the Sewer Use Ordinance is essentially the backbone of the program, a significant amount of time will be devoted to its composition. Topics pertaining to implementing the program are:

Using pretreatment permit applications

Performing preliminary industrial inspections

Issuing discharge monitoring permits

Reviewing monthly discharge monitoring reports

Conducting compliance monitoring inspections.
