Several small wastewater treatment plants (capacities ranging between 0.5-10 mgd) that were owned and operated by the U.S. Navy and small municipalities were failing to consistently comply with the National Pollutant Discharge Elimination System (NPDES) permit requirements under certain circumstances. Also, their operation and maintenance (O&M) costs were higher than the other comparable wastewater treatment plants.

These small wastewater treatment plants were evaluated in regard to their engineering design; treatment efficiency; the NPDES permit requirements; knowledge of the operators about the treatment processes and the plant maintenance; organizational and management deficiencies; and treatment costs. The flow data for the wastewater treatment plants were studied. The historical influent and effluent analytical data were evaluated. The plant maintenance records were reviewed. The treatment process design documents were checked for adequacy with the existing conditions. The operators were interviewed to assess their technical skills and understanding of the treatment processes. The O&M costs were analyzed and compared with the costs of the other similar wastewater treatment plants. The factors affecting the treatment efficiency were determined and the necessary improvements on design and O&M were recommended. As a result of implementing some of the recommendations produced by these studies, the wastewater treatment efficiency and O&M costs were improved significantly.
