Abstract:

In the face of determined politicians and water and sewer authorities, isolated businessmen and concerned citizens can be easily steamrollered when creating wastew ater treatment facilities. Doing so, how ever, may well be to the detriment of all concerned. An example concerning sew erage sludge disposal is presented to support that conclusion.
