Abstract:
Land application of Class B fluid biosolids was the Augusta County Service Authority's sole disposition option in 1993. There was uncertainty over the complete dependence on this program because of regulatory changes, economics, operational problems, and long term public acceptance. Thus, the Authority began exploring other biosolids management opportunities, including one innovative strategy. In 1994, the Authority evaluated contract land application, composting, alkaline stabilization, and a hybrid landfill soil enrichment program as potential components to the program. The latter program was based on incorporation of Class B biosolids cake into a soil-wood mulch mixture to produce an enriched topsoil blend that could be used for closure of landfill cells. This program was a blend of land application and composting that offered the benefits of both. The conclusion was that the landfill soil enrichment strategy was the most economical and provided the greatest benefit and flexibility to the overall program. The purpose of this paper is to describe this integrated biosolids management strategy that has enabled the landfill to use the biosolids beneficially in closure.Document Type: Research article
