Abstract:

The city of Bangkok, Thailand, is ten years into developing a central wastewater system to serve its population of ten million. Five major wastewater design and construction projects that were started in the early 1990s are now being completed and coming on line. Covering separate sections of the city, these projects represent an investment of US1 billion in design, construction, training, and operations. Design parameters, criteria, and assumptions that were established more than ten years ago are reexamined in light of experience gained during implementation of the city's initial projects. In particular, by using design criteria that better reflect local conditions, the analysis indicates ways to construct more wastewater facilities at less cost. Lessons that may be applied to the next set of projects in Bangkok or other mega-cities in Asia are presented.
