This session will focus on current controversies and directions involving water quality standards and national effluent limitations guidelines. Many of the toughest challenges faced by States, Tribes, cities, and private citizens and companies boil down to the measure of clean and safe water. What's the goal? What's the measure of a problem or of success? State and Tribal water quality standards, based in part upon national water quality criteria published by EPA, are supposed to provide the answers. Do they? What is EPA doing to firm up the science and what are States and Tribes doing to firm up the standards ? Mr. Grubbs will discuss these questions, as well as:
