Abstract:

Little Rock Wastewater Utility's Captain Sewer Water Conservation Education Program began in October, 1988, with the costumed superhero's appearance at the annual Utility Halloween costume contest and a subsequent visit to his son's elementary school to discuss water conservation. The Captain Sewer persona was so successful in capturing the interest and attention of his audience; Captain Sewer was soon in great demand at other school, civic, and community events. Captain Sewer now visits at least twenty-four schools each year and has appeared in 24 states and two foreign countries. The program has been modified over the years, but the central theme of practical methods of conserving water, presented in a brief, interactive, and humorous program, has remained the same. The Learning about Water Usage with Captain Sewer coloring book complements typical elementary grade science books dealing with water and wastewater.

Captain Sewer's message is presented in a 30 to 45 minute program that seems to capture the attention of the audience regardless of age. While children are particularly captivated by the “Caped Crusader”, adults are also very receptive to the conservation message. The program seems to have a lasting effect.

The Captain Sewer program has grown to include many other areas of education, and Little Rock Wastewater Utility personnel in all areas are active volunteers at community events, and as volunteers in the area school district.
