The City of Rockledge is located in Brevard County along Florida's “Space Coast” near the Kennedy Space Center (Figure 1). The City has been developing and implementing a Stormwater Management Program using a watershed-wide management approach with the technical support
of Camp Dresser & McKee, Inc. (CDM) since 1989. A phased approach was outlined to maximize City resources and to minimize incremental program costs. Phase I was a Stormwater Management Needs Assessment (SMNA). The purpose of the SMNA was to identify data sources, types, and adequacies
in order to define levels of detail and data needs to solve stormwater-related problems and properly guide future development. The SMNA was completed in 1990. The data foundation for the program was established in the SMNA including the City's Primary Stormwater Management System (PSWMS),
which consists of major canals, lakes, culverts, and bridges in the city. This included stormwater facility inventory maps along with necessary hydrologic, hydraulic, and water quality data.
