The Washington State Department of Ecology's efforts to reduce the flow of pollution to Commencement Bay sediments, a federal Superfund site, caused metals concentrations in the bay to decrease by a factor of 10 between 1984 and 1997. This accomplishment demonstrates that major
water quality improvements are possible in a heavily industrialized area. By focusing intensively on pollution problems one property at a time, department staff reversed decades of pollution dating back to the turn of the century.
