Abstract:

INTRODUCTION

This paper discusses how the implementation of the statewide watershed program in Massachusetts is serving to identify statewide policy needs and how the watershed teams established under this program are serving to test new approaches to addressing environmental issues. The paper will use examples of completed and ongoing watershed projects to show how the teams are able to accomplish work that is beyond the resources of the state agencies and how this work is serving as the basis for changes to statewide water and wastewater policy.
