Abstract:

Regulatory compliance is generally perceived to be a costly undertaking. Watershed management may become the next new layer of regulatory bureaucracy, but at this writing, it has yet to find an appropriate regulator because watersheds don't recognize political jurisdictions. While it is generally accepted that real watershed boundaries follow ridge lines, politicians fear a loss of local control on issues affecting their constituents and therefore gerrymander topographical features to suit the demands of local voters. Topography is no longer sacrosanct. Through humor, this presentation will focus upon constraints that now inhibit a watershed solution to environmental, multi-media problems. Potential remedies will be proposed which may enable certain attributes of watershed management philosophy to successfully proceed in the future.
