Abstract:

Influent toxicity identification is one of the more difficult challenges that publicly owned treatment works (POTWs) encounter. When POTWs receive a toxic discharge, the impacts may include:



Adverse operations of the treatment works


Impaired conditions for workers


Pass through of untreated pollutants into the environment


Violation of NPDES permit requirements


Key to the POTWs response is to identify the toxic substance and mitigate its discharge into treatment facilities and the environment.

JEA is a water, power, and sewer utility located in Northern Florida and has been experiencing compliance issues with one of its treatment facilities. These compliance issues may have been the result of toxic constituents discharged to the treatment plant. JEA has developed an approach to identify potential sources of toxics. This paper outlines the process that JEA is using to identify toxic discharges.
