Free Content The Precautionary Approach in Application from a Manager's Perspective

This paper briefly reviews the policy and technical background for the development and implementation of a precautionary approach to resource management. Barriers to the application of the precautionary approach are described from domestic and international experience over the last 5 yrs. International regional fishery organizations have made some progress in implementing the precautionary approach, but negotiations on actual management measures have not made the transition to a precautionary framework in most cases, partly because most fisheries management is focusing on ending overfishing and starting rebuilding. These initial conservation concerns have overridden needed changes in the basic approach to management, including adoption of a precautionary framework for future policy decisions. The situation is better for domestic management policy but still not full implementation of a precautionary approach to management. Some possible means of making progress toward more explicit application of the tenets of the precautionary approach to fisheries management are described.
