Change in the policy community of human genetics: a pragmatic approach to open governance

Abstract:
The 1999 Review of biotechnology regulation required the policy community of human genetics to introduce a new and open approach to governance. In implementing this policy of self-reform, the policy community is obliged to reconcile conflicting political demands from the policy networks of civil society, science and industry as it seeks to establish and maintain the legitimacy of the new regulatory apparatus. Drawing on documentary and interview evidence, this article explores how policy community change may be limited and structured by its existing culture and policy networks in ways not predicted by existing theory.Spanish
La Evaluación de 1999 de la regulación de biotecnología pedía a la comunidad política de genética humana introducir un acercamiento nuevo y abierto de forma de gobierno. Al implementar esta política de reforma propia, la comunidad política está obligada a reconciliar las demandas políticas conflictivas de las redes políticas de la sociedad civil, ciencia e industria ya que busca establecer y mantener la legitimidad del nuevo aparato regulador. Basándonos en documentales y evidencia de entrevista, este artículo explora cómo el cambio de la comunidad política puede ser limitado y estructurado por su existente cultura y redes políticas de maneras no previstas por la teoría existente.

En 1999, la Revue de la régulation de la biotechnologie exigeait que la communauté politique de la génétique humaine introduise une nouvelle approche de la gouvernance. En mettant en place cette politique d'auto-réforme, la communauté politique est obligée de réconcilier les exigences politiques contradictoires des réseaux de politique de la société civile et de l'industrie, car elle cherche à établir et à maintenir la légitimité du nouvel appareil régulateur. Se basant sur des preuves tirées de documents et d'entrevues, cet article étudie la façon dont le changement de la communauté politique peut être limité et structuré par sa culture et ses réseaux politiques existants d'une façon que la théorie actuelle n'avait pas prévue.
