Trust in UK pensions policy: a different approach?

Abstract:
This article discusses the nature of trust and its importance for pensions policy. Trust in the financial services sector has suffered in the face of a 'pensions crisis'. Government's response focuses on 'empowering' consumers through education, information and pensions simplification, to create a domain of 'active trust' (Giddens, 1994). This approach is likely to fail many, and government must focus on rebuilding trust in its own ability to manage long-term pensions policy. It is argued that this should involve a greater role for government as a provider, but in any event the first step is a meaningful dialogue with the public.Spanish
Este artículo habla de la naturaleza del trust y de su importancia en la política de pensiones. El trust en el sector de los servicios financieros ha sufrido ante 'las crisis de pensiones'. La respuesta del Gobierno se enfoca en atribuir poderes a los consumidores a través de la educación, información y la simplificación de pensiones, para crear un dominio de 'trust activo' (Giddens, 1994). Este enfoque probablemente no funcione para algunos, y el gobierno se debe de enfocar en la reconstrucción del trust en su propia habilidad para llevar la política de pensiones a largo plazo. Se discute que esto debería de involucrar un mayor papel del gobierno como proveedor, pero en todo caso el primer paso es un diálogo significativo con el público.

Cet article examine la nature de la confiance et son importance en ce qui concerne les politiques générales de retraite. La confiance dans le secteur des services financiers a subi les conséquences de la 'crise des retraites'. La réponse du gouvernement se concentre à 'donner plus de pouvoir' aux consommateurs à travers l'éducation, l'information et la simplification des retraites, afin de créer un domaine de 'confiance active' (Giddens, 1994). Il est probable que cette approche ne permettra pas de répondre à tous et le gouvernement doit se concentrer sur la reconstruction de la confiance en sa propre capacité à gérer à long terme, la politique des retraites. Il est argumenté que ceci devrait impliquer un rôle plus important du gouvernement en tant que dispensateur, mais en tout cas, la première étape est un dialogue de fond avec le public.
