Abstract:

In France, decentralisation of powers from central to local government has been one of the major reforms of the past 15 years. This article examines the way decentralisation has enabled French local authorities to define and implement policy and how far actors within the system have modified their behaviour as a result of the changes. It explores the commentaries on decentralisation in France, and looks at land-use planning, which was one of the major powers to be transferred to the communes, examining how communes have used the powers and how central government has responded. The article concludes that there have been significant gains in local autonomy but that central government has struggled to redefine its own role. It also identifies a series of problems that have yet to be resolved for decentralisation to be fully effective.

En France, la décentralisation des pouvoirs aux collectivités locales représente une des plus importantes réformes des quinze dernières années. Cet article examine la façon dont la décentralisation a permis aux autorités locales françaises de définir et d'implimenter la politique et dans quelle mesure les acteurs au sein du système ont modifié leur règles du jeu suite aux changements. L'article considère les commentaires sur la décentralisation en France et examine la planification de l'usage de la terre, qui représente un des plus puissants pouvoirs qui ont été transférés aux communes, et examine comment les communes se sont servies de ces pouvoirs et la réaction du gouvernement central. L'article conclue qu'au niveau local le gouvernement est devenu sensiblement plus autonome, alors qu'au niveau central le gouvernement a lutté pour affirmer son propre rôle. L'article identifie en même temps une gamme de problémes qui doivent être résolus avant que la décentralisation soit totalement efficace.

En Francia una de las más importantes reformas de los últimos 15 años ha sido la descentralización de poderes del gobierno central y su transferencia a gobiernos locales. Este artículo examina la manera en que esta descentralización le ha permitido a las autoridades locales francesas definir e implementar políticas, y en qué medida los actores del sistema han modificado su comportamiento como resultado de los cambios. El artículo también explora los comentarios sobre descentralización que circulan en Francia, y estudia el planeamiento para el uso de la tierra que ha sido uno de los poderes principales transferidos a las comunas, examinando cómo las comunas han usado los poderes y cómo ha respondido el gobierno central. El artículo concluye que se han dado ganancias significativas en autonomía local, pero que el gobierno central ha tenido que luchar por redefinir su propio rol. También identifica una serie de problemas que es necesario resolver para que la descentralización sea completamente efectiva.
