Abstract:
This paper considers the prospects for increased participation for fishing entities in certain regional fisheries management bodies. It considers which method of addressing this is the most feasible: amendment; modifying a treaty; de facto amendment; or the adoption of resolutions. The paper considers the special situation of the Indian Ocean Tuna Commission (IOTC), which is within the United Nations Food and Agriculture Organization (FAO) framework, and the steps needed to enable the IOTC to leave the FAO framework in order to facilitate a greater participation in its activities.Keywords: fishing entities; Indian Ocean Tuna Commission; regional fisheries management organizations; Taiwan
