An optimal vertical reference plane correction algorithm for multiple source digital elevation models
Abstract. The JPL Cartographic Group is currently constructing a worldwide database of digital elevation at nominal 100 m postings, using multiple sources of elevation data available from the U.S. Defense Mapping Agency, including DTED Level-1, and DCW hypsography. In the process of constructing the database, vertical shear anomalies were observed on 1 degree cell boundaries. The source was attributed primarily to uncontrolled variations in the vertical reference surface used from cell to cell, varying by as much as 80 m. This paper describes algorithms developed to merge these problematic cells into a morphologically consistent database, while preserving the local accuracy estimates.
