A European Perspective on the NRC "Red Book," Risk Assessment in the Federal Government: Managing the Process
This paper evaluates the influence of the National Research Council's (NRC's) 1983 study Risk Assessment in the Federal Government: Managing the Process (commonly referred to as the Red Book) from a European perspective. The focus of evaluation is on examining the political context from which the NRC project was developed and contrasts this with the evolving political-regulatory environment in Europe to see if one is able to make any useful comparisons. The analysis, using trust as the key conceptual tool, focuses primarily on the making of regulation in the European Commission, but brings in examples from several other member states, most notably Sweden and the UK. risk assessmentEuropean UnionRed BookNational Research CouncilEuropean Commissionregulation.
