We examine a procedure for constructing estimates of optical parameters for composite materials, whose associated reflectivity function consists of multiscale features relative to wavelength, via mixing rules that extend over a wide range of wavelengths. The parameters associated with these mixing rules define a system representation of the optical properties of a composite material. In our procedure, these parameters are optimized with respect to the measured reflectivity of the composite material and existing optical data for materials similar to those making up the composite system. Estimates of optical parameters that extend over a wide range of wavelengths can provide for well-conditioned inversion, via parameter optimization, of reflectivity measurements characterized by multiscale features relative to wavelength.
