Two timesaving refinements to the USDA Forest Service's basic NEPA guidelines have been developed by staff of the Bear Springs Ranger District, Mount Hood National Forest, Oregon. The staff's approach to environmental evaluation combines a formal decision-making process and a threshold-of-concern technique to formulate and analyze management alternatives.
