The Cooperative Education Program is a government work-study program that allows federal agencies to recruit, train, and hire qualified college students noncompetitively. It is used by the Forest Service, the Soil Conservation Service, and the Bureau of Land Management, primarily to increase their number of women and minority employees. In all three agencies, participants are increasing each year; more than 1,200 are enrolled, with most seeking a bachelor's degree. They work as full-time agency employees for at least 26 weeks during school. If they perform satisfactorily and maintain a C average in coursework, most are converted to permanent jobs upon graduation.
