Oregon's Forest Practices Act: An Early Appraisal

Oregon implemented the nation's first forest practices act that included water quality protection as one of its goals. A technical review indicated that the forest practice rules are moderate effective in protecting water quality and that they qualify as best management practices. Improving the effectiveness will require several changes in administration of the rules.
