Abstract:

To prevent resource deterioration and ensure opportunities for wilderness experience, the Boundary Waters Canoe Area initiated a system of limiting the number of permits issued for each entry point. The entry quotas were determined from the carrying capacity of the canoe routes. The system worked successfully in 1976, its first year of operation.
