Abstract:

This essay briefly examines the legal and constitutional structure of Turkey regarding the making of foreign policy. By using the 1990-91 Kuwait crisis as a case study, it then considers how the policy system worked in practice during an extremely important, albeit relatively atypical, crisis situation.
