Abstract:

The article argues that national states are historical constructions which can be subject to deconstruction. Two processes are promoting a 'Europe of Regions'. One is top-down, initiated by the EU Commission in an attempt to create functional regions. The other is bottom-up, with the revival of regional ethnic identities. These different territorial processes may come into potential conflict with one another.
