Conflicts between landscape values as a driving force for landscape management

The article presents an overview of recent changes in the appearance of the Estonian landscape, with particular focus on land-use changes. The main trend has been an increase in forest area and a decrease in agricultural land. An assessment of the role of changing landscape values, especially in connection with recent political changes, shows that landscape changes are not considered the most urgent environmental problem by local people. Finally, we provide a brief description of possible future landscapes and present two case studies in which conflicting values have led to different management strategies.
