Abstract:

In presenting its recommendations Safety First (Department of Health, 2001) first lists those from Safer Services (Department of Health, 1999a) and describes the progress achieved on each. In relation to policy on law reform this is particularly helpful because the majority of the relevant issues were raised in Safer Services and have merely received endorsement in Safety First. This note will concentrate on four specific aspects of the recommendations as they relate to law reform: enforced intervention in the community; highrisk patients with severe personality disorders; offenders with schizophrenia; and "points of access".
