Abstract:

Waiting lists for elective procedures are a feature of the modern NHS in the UK. Structuring of the list by assigning priority has a clinically sound basis but may be used for rationing. This paper describes the New Zealand Health Service approach to waiting list management and discusses the consequences for its clinicians and for the patients it serves.
