N2 - Most experiments to measure the speed of light in empty space lead to the same value, c. This is in agreement with the solutions to the wave equation which can be derived from Maxwell's equations. It is this apparent overwhelming evidence which lead Einstein to postulate that
the speed of light is always c in empty space and to base the theory of special relativity on this postulate. This paper shows that the experimentally verified laws of electromagnetism do not restrict the speed of light in empty space to the value c. It also points out that the
speed of light has been found experimentally to be constant only in the inertial frame of the measuring apparatus.
