The author poses the question: How can the "new" health promotion rhetoric (empowering communities, healthy public policy) be translated into program reality? The article attempts to answer the question by outlining a "Community health promotion planning model" developed in Australia in 1986. The model is a fluid planning guideline identifying a number of strategies that "bridge" the new health promotion theory with its practice
