This chapter discusses the regulatory framework for energy regulation from a multilevel perspective, including the effects of liberalisation in the electricity and natural gas sectors. This involves a discussion of the price dynamics, as well as production,
distribution, imports and new investments. The specific case of investments in natural gas facilities is addressed. The chapter also discusses the regulation of quality in the energy sector. It presents the regional energy plans from a multi‐level perspective.
Finally it discusses the role of local public service companies in the energy markets.
