Abstract:



In 1998, the OECD began reviewing the progress of regulatory reform in its Member countries. This new programme on regulatory reform coincides with the launching of this Journal, thus a few words of explanation to our readers are in order. These reviews are prepared by the OECD Secretariat and examined by delegates from all Member countries. The final product, however, remains under the responsibility of the Secretariat and does not necessarily represent the views of any OECD Member country. Competition policy is one of several areas under review in each country. Japan was one of the first countries to be reviewed under the regulatory reform programme. The entire report, including this chapter, was published by the OECD in July 1999 under the title, "Regulatory Reform in Japan". This chapter was prepared by Michael O. Wise as part of the consultative, multidisciplinary process described above.
