This paper is a brief overview of three areas relating to the oceans: national security, transnational law and justice, and innovative futuristic technology. The national security focus is on the U.S. government's secretive undersea espionage program, with which the author was extensively involved and which he further describes in his recent book The Silent War. Achievement of transnational law and justice in the oceans calls for U.S. ratification of the Law of the Sea Convention, which was modified to completely comply with U.S. demands. And, finally, the author's view of futuristic technology derives from his role as President of the Common Heritage Corporation (CHC), which addresses population explosion and the associated migration to the coastal zone. CHC has designed an environmentally sustainable habitat for installation on coastal deserts having access to deep ocean water. The project has been successful, and the main obstacle CHC now faces is the high cost of implementation in countries with particularly low budgets—the very countries being targeted for this technology.
