Abstract:

The article provides a general overview of the 2007 Spanish OSCE Chairmanship. Starting with a general reflection on the CSCE/OSCE evolution, it characterizes the Spanish perception of the situation in the OSCE and explains the main Spanish aims and priorities. The Madrid Ministerial Council is dealt with in detail, highlighting its most relevant and important achievements, while also reflecting those issues that could not be agreed upon. The author concludes that, placed at the crossroads in the further adaptive evolution of the OSCE, the Madrid Ministerial Council's main legacy has been to restore the truly political nature of this organisation.
