Abstract:

Europe's prospects for economic growth are weakened by its lagging position in both the production and the adoption of IT. Though there is considerable heterogeneity across countries, clear European shortcomings emerge. Europe is devoting far too few resources to innovative activity, in terms of both investment and human resources. Although Europe lags in the IT sector, it has a good position in the telecommunications sector. Europe is leading in the production and adoption of mobile telecommunications and the prospects of thirdgeneration mobile telecommunications should permit widespread access to the Internet. Europe may therefore use this position in telecommunications in its attempt to catch up, in particular if the key access mode to the internet switches from the PC to the mobile telephone.
